Rich Czarnecki, Interim Vice President and Chief Information Officer
MSU IT provides the primary leadership for strategic, financial, and policy initiatives affecting IT throughout MSU. As a partner with the MSU community to make collaborative decisions about technology, MSU IT is responsible for technology planning, security frameworks, and enterprise systems architecture across the university. The mission of MSU IT is to enable the university’s excellence in education, research, and outreach through the delivery of world-class information technology solutions and resources. This supports MSU’s mission and, as a unit under the Office of the Executive Vice President for Administration, aligns with efforts toward outstanding service delivery, continuous improvement, sustainability, and stewardship. The CIO also supports the business services and operations of MSU IT in addition to the federated IT partnerships with campus stakeholders. Campus IT Experience
Teal Amthor-Shaffer, Executive Director for Campus IT Experience
The Campus IT Experience team drives communication and training efforts that raise awareness of IT services available to the MSU community, support positive user experiences, and promote utilization to realize return on institutional investment. Development and dissemination of accurate, timely, contextualized information using both traditional channels and a collaborative, networked approach to stakeholder engagement promotes sustainable organizational change management. Functions include strategic portfolio management, business analysis, and technology program coordination to improve user experience, service quality, and IT operational effectiveness. Campus IT Experience supports the use of IT tools through the IT Service Desk, ContactMSU, Workstation Management Services, ID Office, and the MSU Tech Store. With the campus experience driving priorities, the team focuses on developing a scalable and sustainable service support model, adopting best-in-class practices in IT service management, and strengthening core capabilities in skilled people, processes, and tools.
Educational Technology
Jason Beaudin, Executive Director for Educational Technology
Educational Technology enhances teaching and learning through technology. They design, install, and support classroom technology systems, provide instructional design and instructional technology support to educators and students, and promote accessible educational opportunities. They also provide application administration for university-wide teaching and learning applications and services, as well as providing exam sheet scanning and scoring.
Enterprise Services
Yesim Askin, Executive Director for Enterprise Services and Interim Director for Information Security
Enterprise Services provides user-focused support in four main areas: Administrative systems, application platforms, data management and analytics, and development services. Combined, these teams support the data needs of all academic, administrative, research, and student units, as well as provide the architecture, design, development, performance, and user testing for various campus administrative systems.
Human Resources and Facilities
Carrie Murphy, IT HR Officer and Director
This team manages more than a dozen IT locations on campus, supporting the design, utilization, and space allocation for IT departments and employees. The Human Resources team is the primary point of contact for IT HR administration. The team leads the department in all aspects of the employee life cycle, including hiring, compensation, development, employee relations, succession, and retirement. The Administrative Support Services team provides administrative support to the IT Executive Leadership team, as well as department-level administrative support focusing on general operations, personnel, and financial functions.
Information Security
CISO, Vacant
The Information Security office assists the university in managing risks to information assets to ensure confidentiality, integrity, and availability of information and information systems. Through establishing a university-wide strategic program, this office provides services in access management, incident response, protection technologies, policies and risk identification, governance and compliance, and resilience. In coordination with the Communications and Training teams, MSU IT provides security awareness and education for the university community. Infrastructure and Technology
Judith Odett, Executive Director for Infrastructure and Technology
Infrastructure and Technology provides network, computing, data center, and communications technologies for partners across the university, delivering 24×7 operation of critical university services. The teams design, host, manage, and operate these cornerstone solutions to deliver reliable information technology that meets the current and future needs of the university.
Office of the ACIO

The Office of the ACIO manages relationships with Federated IT partners and oversees IT Enterprise Architecture, Portfolio Services, Strategy and Governance, and IT Finance and Budget. IT Finance and Budget is responsible for planning and analyzing MSU IT’s financial position and proposing strategic direction for resilience, growth, and sustainability.
Research Cyberinfrastructure
Don DuRousseau, Executive Director for Research Cyberinfrastructure
MSU Research Cyberinfrastructure (RCI) supports campus and affiliated researchers with computation and qualitative analysis through technology, educational, and consulting offerings to improve efficiency in reaching outcomes in basic and applied research and development.
